The scheme is not about moving fuel into Mexico. It is about moving it and declaring it as a different, tax-exempt product. It is qualified fiscal fraud by tanker. The savings can exceed half of the cargo's value. Meaning: the cartel did not just move fuel, the Mexican tax system formally recognized a falsified customs classification for it.

In July 2021, by presidential decree, control of Mexico's maritime customs was transferred to the Secretariat of the Navy.
